COMMON ALERTING PROTOCOL (CAP)
The Common Alerting Protocol, CAP, provides universal standards for the structure, security, and transmission of emergency messaging.

The harmonized use of cell broadcast messaging for issuing critical alerts (ALERT) and information (INFO) is defined by European Telecommunications Standards Institute, ETSI, and has been incorporated into the 3GPP standards.
UNITED NATIONS RECOGNIZED
The UN Agency for Disaster Risk Reduction, UNDRR, recognizes international organizations able to validate and publish emergency-event information utilizing CAP.
