One World UPSEN Alliance is a not for profit, formed by a group of global volunteers and humanitarians that have worked for more than 25 years to develop Cell Broadcast messaging including all necessary standards, regulatory frameworks and support of global organizations working to protect our world’s populations from harms way.




UPSEN DEPLOYMENT
UPSEN deployment is positioned for upfront financing through grants and commercial loan underwriting by international financial institutions including the World Bank Group's Global Facility for Disaster Reduction and Recovery, GFDRR, which provides funding assistance for hydromet and early-warning systems.

Douglas Weiser

It is safe to say that without the determination and relentless “never quit” attitude and fortitude of Mr. Weiser Cell Broadcast may not have ever been utilized by nearly 20 Nations today for public warning services. The obstacles and hurdles thrown in front of the development of Cell Broadcast for public warning would have forced most humans to call it a day many years ago; but not Bud.

This journey began in 1994 with the death of a family member of one of the early contributors to his not for profit, which had just been formed, due to a tornado in the US mid-west. The story is that of documentaries at the very least. Mr. Weiser is today in the role of Acting - Secretariat General of One World Mobile Alliance to ensure his vision to ensure everyone on the planet can receive an Alert when they are in harms way, not just 19 wealthy nations.




Mark Wood
- Technology Secretariat
Mark Wood, MSc, Cell Broadcast expert, serves as Chief Technology Advisor and Secretary General, Cellular Emergency Alert Services International Association of information societies, CEASa.

Since 1997, Mark has served the UN Working Group on Emergency Telecommunications (WGET) as “Rapporteur‟ on the use of Cell Broadcasting for the purpose of warning and altering the public.




Elysa Jones
– Global Standards Secretaria
Elysa Jones is an internationally recognized expert in Emergency Interoperability Communications via Data Messaging.
Elysa is an Emergency Communication Expert for the International Telecom Union (ITU), Chief Technology Officer and Advisor for various Companies, Organizations and Countries providing guidance on the development of systems that utilize data messaging standards.
