UPSEN

UPSEN is the name given to the second generation of public warning systems utilizing Cell Broadcast services. Most everyone is familiar with public warning systems such as Amber Alerts, or First Alert, WEA, KSA. These are all examples of nations wanting their own brand name for the same technology, Generation 1 of public warning.

Universal Public Service Emergency Notification, or UPSEN, is the next generation of public alerting for both event and post-event messaging.



The UPSEN Program is administered as a joint-purpose alliance of Mobile Network Operators, Critical Information Societies, and Nation States. The ‘One World UPSEN Administrative Alliance’ shall endeavor to initiate a trustworthy, transparent, and non-discriminatory legal, regulatory and policy environment, to maximize the UPSEN technological, economic, and humanitarian benefits through the establishment of a not for profit agency to administer centralized collection and cellular dissemination of critical-event emergency information.

GENERATION 1 IS NOT UNIVERSALLY DEPLOYED
More than 20 years has passed since we designed, developed and assisted Nations to utilize Cell Broadcast to alert citizens in harms way. Today, various governments in only 19 nations have successfully passed legislation and allocated public funding for Cell Broadcast service deployment. This legislation mandates all
Mobile Network Operators within the Nation to deliver public
information bulletins or alerts to all their citizens.

There are 6 billion people that do not have adequate public warning or post event messaging services to enable AUTHORITATIVE messages to be rapidly delivered enmass to their citizens.

Many nations and the Mobile Network Operators providing service in these Nations have tried to utilize SMS (short messaging services), which has repeatedly been proven to NOT work and in many cases has been responsible for “crashing” the MNOs entire system.

More than 20 years ago, a global information society of dedicated volunteers and humanitarians designed, global standards to enable emergency messages to be delivered to the mobile handset of all humans in hard developed and crafted in harms way. Industry took over the deployment of Cell Broadcast and each nation branded their own version.
The system MUST be UNIVERSAL to work properly, not just in 19 prosperous nations. To be Universal and accepted by each receiving device and have each message accepted and TRUSTED as a reliable information service, there can only be ONE system not something different in each Nation or State.
Can 1 Nation or 1 MNO roll out UPSEN on their own? No, in short. Due to politics, protection of each MNO’s customer base and their information, and the fact that information must be UNIVERSALLY shared across all nations, all Mobile Networks and available to all Agencies with humanitarian interests, the system must be deployed by a single neutral party for the entire planet.
