Douglas ( Bud ) Weiser
SECRETARIAT GENERAL
Douglas (Bud) Weiser is generally regarded as the grand father figure for bringing the world mass emergency warning capability utilizing mobile (cellular) devices; to alert citizens of impending danger. The concept of CelAlert was formed in 1995 and Mr. Weiser began assembling technical and marketing resources under a Civil Society (not for profit – CEASA) to consolidate all necessary stakeholders to bring this vision to reality. Douglas is the holder, co-holder, of nearly 30 patents and numerous applications surrounding Cell Broadcast (CB) messaging technology. CB systems have been deployed in nearly 30 nations globally; however, the UN bodies has called for a Global Mass Emergency Messaging platform. Mr. Weiser has worked since 2021 to create the next generation of mass messaging as requested by the WMO and other International bodies, the result is UPSEN. As deployment nears reality, Douglas has agreed to become the acting General Secretariat of UPSEN OneWorld Alliance to facilitate the formation of the Global Administrative Board (GAB). Upon GAB having achieved membership and representation from the Mobile Networks, Satellite service providers, National Governments and global bodies Mr. Weiser will step away from his role as the Secretary General.
